Loss of Josh Norman, Oliver Vernon yields Panthers, Dolphins high compensatory picks

The NFL announced on Friday that 16 teams have been awarded compensatory draft picks in the upcoming draft.

In all, 32 picks were awarded.

The two highest picks went to Carolina and Miami, which had tagged players only to remove the tag and see them sign elsewhere. That is Josh Norman and Oliver Vernon, who signed with Washington and the Giants, respectively.

Four teams -- Cincinnati Bengals, Cleveland Browns, Denver Broncos and Kansas City Chiefs -- each received four compensatory picks.

The league uses a complicated formula to determine which teams get picks, but "a team losing more or better compensatory free agents than it acquires in the previous year is eligible to receive compensatory draft picks.  The compensatory picks will be positioned within the third through seventh rounds based on the value of the compensatory free agents lost."
